- 2009 m. liepos 13 d. priimtas trečiasis pasiūlymų dėl energijos vidaus rinkos paketas , kuriuo siekiama papildyti galiojančias taisykles ir taip užtikrinti, kad vidaus rinka veiktų sklandžiai visiems vartotojams, bei sudaryti sąlygas, kad energijos tiekimas ES taptų saugesnis, konkurencingesnis ir tvaresnis. Be to, padaryta didelė pažanga įgyvendinant su Europos ekonomikos atkūrimo planu susijusius BLP aspektus (žr. 2 priedą).

Nevertheless, a considerable number of policy actions remain to be further developed or finalised. In particular, there are five areas where more progress should be made. These are:
